Maharashtra Renewable Energy & Energy Storage Policy 2025-26 to 2035-36
1) The scheme is titled “Maharashtra Renewable Energy and Energy Storage Policy 2025-26 to 2035-36” and is effective from the date of Government Resolution, i.e. 18 March 2026, up to 31 March 2036.
2) It supersedes the earlier RE Policy 2020, except for specified continuing provisions; projects already operational / under construction under 2015 or 2020 policy will continue under those respective policies.
3) The policy applies mainly to grid-connected Renewable Energy and grid-connected Energy Storage projects in Maharashtra.
4) Covered RE sources include solar, wind, hydro, biomass / bagasse, bio-fuel cogeneration, municipal solid waste, hybrid RE and other sources recognised by MNRE / MERC.
5) The policy’s broad objective is to increase low-cost, eco-friendly RE and storage capacity and improve affordability, energy security, competition and consumer choice.
6) The State targets 50% electricity demand from RE by FY 2029-30 and aims for 65% RE share by FY 2035-36.
7) DISCOMs are also expected to procure storage capacity equivalent to at least 10% of demand by FY 2035-36.
8) The policy is not structured as a direct capital subsidy percentage scheme; hence, no fixed minimum/maximum percentage subsidy is specified for a project unit in the usual industrial-subsidy sense.
9) Instead, benefits are mainly enabling / fiscal support such as waiver of transmission charges, distribution demand and wheeling charges, electricity duty, and cross-subsidy surcharge for ESS power drawn for intermediate storage, subject to conditions.
10) Land-related support is important: Government land may be leased in specified cases at nominal ₹1 per annum for 30 years, and private land lease benchmark is the higher of 6% of land value or ₹1,25,000 per hectare, with 3% annual escalation.
11) Non-agricultural tax/premium is proposed to be waived for RE and energy storage projects established under this policy.
12) Key point to note: actual project benefits will depend on MERC regulations, MEDA / Energy Department implementation guidelines, grid connectivity, storage configuration, land availability and project-specific approvals.
